Enhancement and Strengthening of Power Transmission Network In Eastern Region (ESPNERP)

Assignment Name: Conducting Social and Environmental Assessment Surveys, Preparation and Implementation of Resettlement Action Plans, GAP and GBV Prevention Plan, ESIA/EIA for the Proposed Grid Substations and Transmission Lines

Project Background: PGCB, with financial support from the World Bank (WB), has been implementing a project named ESPNERP to meet the increasing electricity demand all over the Bangladesh. This will involve grid enhancement and strengthening work. The project includes construction of thirteen GIS substations, one 230KV high capacity four circuit backbone transmission line and replacement of the Halishahar 132/33KV air substation (AIS) by an advanced GIS and reconductoring of existing Sikalbaha-Cox’s Bazar 132KV line with the higher capacity conductor. The development objective of the Enhancement and Strengthening of Power Transmission Network in Eastern Region Project for Bangladesh is to increase the transmission capacity and reliability of the electricity network in the eastern region and strengthen the institutional capacity of the PGCB.

Objectives of the Assignment: The objective of the consultancy services is to prepare and implement the safeguard requirements in accordance with the environmental and social safeguard policies of the World Bank including with RAP/s, GAP and GBV prevention plan and update IEE, EIA/EMP, of the Transmission Lines and sub-stations for the project.

Actual Services provided by SAMAHAR:

  • Review the safeguard documents (RAP, EIA), World Bank safeguard policies, current relevant policies,
  • Review and update of the existing Resettlement Action Plan & Land Acquisition Plan.
  • Prepare resettlement budget.
  • Identify vulnerable PAHs and prepare EP & EC file.
  • Information and communication campaign.
  • resettlement and land acquisition consultation and participation activities.
  • Support DC in preparing the final and acquired Plot Schedule
  • Assist in land acquisition process and the arrangement of land handover to BR
  • Conduct livelihood development and skill enhancement Training for vulnerable EPs
  • Support in disbursement of cash compensation under law and other of resettlement benefit
  • Develop Computerized Management Information System (CMIS) to computerize and validate all data related to LA & RP
  • Preparation of progress and project completion report and submit to PGCB and the World Bank
