Assignment Name: Monitoring & Training on Labor Influx, Occupation Health & Safety (OHS) Facilities in SupRB Program Area

Project Background: SupRB program outcomes will include improved rural connectivity, improved condition of the overall rural bridge stock, improved climate resiliency of rural bridges (especially in coastal districts) and improved performance and processes of the rural bridge sector. According to the DPP, SupRB physical outputs will include 134,000 meters of rural bridge interventions (approximately 5,000 bridges).

Objectives of the Assignment: The main objectives of the assignment are to promote awareness of safety issues and develop a collaborative relationship between management and workers to identify and resolve health and safety problems and assist the contractor in managing labor influx through execution of Labor-Management Plan (LMP)/labor management measures and maintaining a safe working environment.
Actual Services provided by SAMAHAR:
- Develop OHS policy guideline for LGED and standard operating procedures
- Incorporate OHS norms and specification and in contract documents and OHS capacity building
- Ensuring development and implementation of Labor-Management Plan (LMP)/labor management measures and development of training and awareness materials, site monitoring and reporting.
- Providing hands-on support to LGED at the implementation level, national and international training and fellowships to LGED staff (when needed) and Forming Bridge Labor Contracting Societies (BLCS)
- Training on bridge maintenance, occupational health and safety and leadership, income generation, and savings
- Forming Bridge Labor Contracting Societies/BLCS and establish Linkages with financial institutions for providing support to BLCS- with the overall object to enhance sustainable livelihoods.
- Providing support and monitoring performance of day-to-day maintenance and promoting decent works.
- Formulating OHS policy for LGED and developing resource budget to implement OHS policy
- Presenting a final report and producing the OHS standards and code of practice
- Proposing mechanisms for the collection, storage, and analysis of OHS data
- Ensuring proper inspection, monitoring, and vigilance in workplaces
- Establishing occupational disease surveillance and accident and occupational disease database
- Introducing Safety Audit with effective system of registration & notification
- Developing an active data collection system and a monitoring and auditing protocol
- Supervising and monitoring the compliance of OHS during construction
- Assisting the contractor in the inclusion of labor influx risk mitigation and preparing Labor-Management Plan (LMP) and assistance in stopping illegal child labor
- Training the contractor on executing the LMP/labor management measures
- Organizing formal training for LGED engineer/all category of staff
- Arrangement of health education Program and creating awareness among laborers and beneficiaries
- Capacity building among the workers though their full participation
- Conduct monitoring and Inception, Monthly Progress, Annual report and final submission.
