Project Background: The Government of the People’s Republic of Bangladesh (GoB) has undertaken a project to build a bridge over the Panguchi River to improve the uninterrupted road network and accelerate economic development by developing more tourism industry in the Sundarbans area. The approximate bridge length is 1,400-meter (about 1.5-kilometers) will be built near the Sundarbans in the country. The bridge will be built over the Panguchi River in Morrelganj upazila of Bagerhat. The Project is of significant importance in promoting Tourism Industry as well as economic development along the route and in the south and south-west region of Bangladesh. Besides other infrastructures like approach road, survive road river training toll plaza culvert, etc. will be constructed under this project.
Objectives of the Assignment: The objective of the assignment is to identify impacts and to plan measures to mitigate various losses of the affected persons through implementation of resettlement action plan.
Actual Services provided by SAMAHAR:
- Conduct a full census and carry out a joint survey and provide support to joint verification/survey
- Conduct market survey of affected properties through PAVC
- Prepare, update and submit the resettlement budget as per approved EM of RP
- Assist in preparing necessary numbers of segmented LAPS/RPS in consultation with the PIU
- Support the DC offices in preparing the final and acquired Plot schedule and the arrangement of land handover to RHD.
- Identify all Affected Persons (APs) by categories following the CEM.
- Prepare additional payments and other resettlement benefits in accordance with CEM to eligible APs.
- Assist in preparing the budget for top-up and other resettlement benefits, and payment process.
- Support in paying additional top-up and other resettlement benefits to APS and assist APs in opening Bank Accounts.
- Conduct information and communication campaigns regarding RP & LA activities.
- Conduct regular public meetings, FGDs and one-to-one interviews with APs
- Design and develop a Computerized Management Information System (CMIS) to manage land acquisition and resettlement data and to generate reports
- Prepare an Operational Manual for resettlement activities implementation management
- Assist the Grievance Redress Committee (GRC) in grievance resolution process
- Conduct an assessment of skills needed among vulnerable and severely affected households
- Arrange appropriate and relevant training for vulnerable PAPs in order to improve their skills for income generating activities and alternate livelihood activities
- Conduct HIV/AIDS and Anti-Human Trafficking Awareness Campaigns, Road Safety Awareness Campaigns, Women’s Personal Safety in Public Transport Awareness Campaigns along the road corridor.
- Prepare monthly progress report, quarterly and annual progress report, fortnightly report and project completion report.
Any other tasks relevant to this assignment as per requirement of the project authority.
