Assignment Name: Consultancy Service for Resettlement Plan Implementation

Project Background: The Bangladeshi government aims to make electricity accessible to all, aiming to alleviate poverty and improve socio-economic conditions. The revised Power System Master Plan 2010 aims to achieve 16,000 MW by 2016, 24,000 MW by 2021, and 40,000 MW by 2030. The Bangladesh Power Grid Company is constructing substations and transmission lines under the “Southern Chattogram and Kaliakoir Transmission Infrastructure Development Project” funded by the Government of Bangladesh and AIIB. The project covering Chattogram, Cox’s Bazar, and Gazipur District, involving the construction of 184.07 km of overhead transmission lines, 763 towers, and four new substations.
Objectives of the Assignment: The objective of the assignment is to identify impacts and to plan measures to mitigate various losses of the affected persons through implementation of resettlement action plan.
Actual Services provided by SAMAHAR:
- Carry out additional census and IOL
- Assistance in securing land
- Assist to Implement Labor Management Plan (LMP), Stakeholder Engagement Plan (SEP) and Gender Action Plan (GAP)
- Assist to Implement Environmental Plan as well as Biodiversity Assessment and Monitoring
- Participation in Grievance Redress Committee (GRC)
- Information and communications campaign, information dissemination and feedback
- Monitoring of RP implementation
- Identification of entitled persons (EPs), Preparation/updating of EP file, entitlement card and issuance of ID card
- Preparation/updating of payment statement
- Disbursement of resettlement benefit
- Participation in Grievance Redress Committee (GRC)
- Assistance to EPs in the process of resettlement
- Preparation of RAP Implementation Report.
