Assignment Name: Implementation of Resettlement Action Plan

Project Location: Munshiganj, Lohaganj, Narayanganj

Project Background: The Project is an investment Project of the Government of the People’s Republic of Bangladesh (GoB). BBA under the Ministry of Road Transport and Bridges (MORTB) is the executing agency (EA) of this Project. In contrast, the connecting 8.4 km road (R812) from Panchabati to Mukterpur bridge is very narrow (2 lane- 2 way). As a result, road widening is necessary considering both existing operating condition and safety aspect. Now Bangladesh Bridge Authority (BBA) has taken initiatives to construct a 4-lane road titled “Widening of Road and Construction of Elevated Road from Panchaboti to Mukterpur Bridge”. The objective of the project is to construction of this bridge lead improvement of different roads in Munshiganj and Narayanganj and contributed to significant traffic growth in Muktarpur bridge approach road.

Objectives of the Assignment: The primary objective of the assignment is to identify impacts and to plan measures to mitigate various losses of the affected persons through implementation of resettlement action plan and land acquisition plan.

Actual Services provided by SAMAHAR:

  • Design and carry out full census /Joint Survey and Verify IoL and survey of rental and real estate availability in project area
  • Prepare resettlement budget.
  • Assist BBA in establishing GRM and in formation of GRC, RAC and PAVC
  • Assist in Review and update of the existing LAP and RP
  • Support DC in preparing the final and acquired Plot Schedule
  • Assist in land acquisition process and the arrangement of land handover to BBA
  • Information and communication campaign.
  • Resettlement and land acquisition consultation and participation activities.
  • Conduct livelihood development and skill enhancement Training for vulnerable EPs
  • Develop Internal Monitoring system for monitoring and supervision
  • Disbursement of cash compensation under law and other of resettlement benefit.
  • Develop Computerized Management Information System (CMIS) to computerize and validate all data related to LA & RP
  • Inception Report/ Monthly Progress Report/ Project Completion Report on RAP implementation.
