Project Background: The Fourth Primary Education Development Program will support Bangladesh’s primary education system to become an efficient and effective system that provides quality primary education to all Bangladeshi children. The new program will build on the achievements of previous programs with a strong focus on strengthening quality of education, improving access to education, and enhancing institutional management through decentralization.

Objectives of the Assignment: The main objective of the second chance education program is to provide primary education as second chance opportunity for the out of school children (dropped out and never enrolled) of 8-14 years’ age group through Non-Formal Education system and to bring them into the mainstream of Formal Education system. The target group of the program is 10 lakhs (1 million) out of school children of 8-14 years’ age group.

Actual Services provided by SAMAHAR:

  • Mobilize Communities through organizing workshops, mass gatherings and meetings at district, Upazila / Thana and Union/ Ward levels
  • Conduct rapid survey for identification and mapping of out of school children of 8-14years age
  • Identify locations / catchment areas and venues for SC Learning Centers (LCs)
  • Organize Campaigns at the selected locations / catchment areas for establishment of eligible learners, teachers and CMC members
  • Establish Learning Centers (LCs), provide indoor games materials to the LCs, inauguration of LCs
  • Conduct placement test of enrolled students to place them in appropriate grades
  • Conduct residential foundation training of LC teachers and supervisors following the training guideline including post training assessment
  • Collect the textbooks and all required materials including supplementary materials for LCs from Upazilas education office
  • Procure and distribute learning materials of students such as Khata, Pen/pencil and other education materials, provide attendance register, meeting register, visit register and other registers
  • Provide Id Cards to the students, teachers and supervisors, school dress and bag to the students, stipend to the students, teachers and supervisors’ salary and LC rents
  • Conduct annual refreshers training and subject-based training for the teachers and supervisors
  • Ensure quality education through regular monitoring and classroom support
  • Conduct grade final exams and organize half-annual/ annual cultural events / debates / sports at LCs
  • Observe national and international days at LCs as per the guidelines of BNFE
  • Support SA in conducting action research and in validation and compliance monitoring
  • Prepare and submit report to UPC, DBNFE and BNFE
