Padma Multipurpose Bridge Project (PMBP)

Assignment Name: Operation & Management of 4 Primary Schools and 5 Health Centers Constructed at Mawa and Janjira Resettlement Sites

Project Location: Lohajang and Srinagar Upazila of Munshiganj district, Janjira Upazila of Shariatpur district and Shibchar Upazila of Shariatpur district

Project Background: The Government of Bangladesh (GOB) has undertaken implementation of Padma Multipurpose Bridge Project over the River Padma at Mawa-Janjira points. The bridge is designed as “long fixed crossing double deck steel bridge” of approximately 6.15 km to provide an all-weather serviceable, reliable and safe river crossing between Dhaka, the capital of country with all districts of southwest region of the country. In order to provide primary healthcare and primary education to the people of the project area and its surroundings, necessary provisions have made in the project documents for establishment of 4 (four) primary schools and 5 (five) health centers in the following Resettlement sites and Service Area.

Objectives of the Assignment: The objective of the proposed project is to provide : (i) Formal Primary Education to the project affected persons (PAPs) of Padma Multi – Purpose Bridge Project in accordance with the standards and the guidelines specified in the Compulsory Primary Education Act 1990 and National Education Policy 2010 and Education for All (EFA) 2015 – National Review and ; (ii) Primary Health Care Services to the Project Affected Persons (PAPs) of Padma Multi-Purpose Bridge Project in accordance with the policies and the guidelines set out in Bangladesh Health Policy’2011, Bangladesh Health Policy’2015 and Health Population and Nutrition Sector Development program (HPNSDP) of GOB 2011-16.

Actual Services provided by SAMAHAR: SAMAHAR is appointed to facilitate primary education and primary health care to the project affected persons of the Padma Multi-Purpose Bridge Project.

  • Operation and management of the primary schools and health centers in accordance with the policies and guidelines set out by the government for running such types of institutions;
  • Selection and appointment of teachers and staff of the primary schools and doctors, nurse and staff of the health centers in accordance with the prescribed recruitment rules and procedures of GOB so that they may retain in their positions at the event of the transferring the ownership to the concerned ministries;
  • Address the compliances of Social Safe Guard Action Plan (SAP) for Education Facilities to the Project Affected Persons (PAPs)
  • Maintaining regular liaison with MOPME, DPE and NTCB and advising the Project Director for actions and intervention will be clearly spelled out in the scope of the works.
