Name of the Assignment: Social Safeguard Survey and Preparation of Resettlement Action Plan.

Project Background: The Project will finance construction of a new, 102 km long railway line to connect the Cox’s Bazar District in Southern Bangladesh with Chittagong and the railway network in Bangladesh. The Project will support economic growth especially through the development of tourism in the Cox’s Bazar district.
The five main components of the project on which the SAMAHAR worked on are described as follows:
Component 3: Construction of new DG line and conversion of existing MG line into DG in Fouzderhat- CGPY section (Approx. 13 km). Present proposal is to conduct census and other social safeguard surveys/studies and reporting along this area.
Component 4: Conversion of existing Chittagong-Dohazari MG track into DG track and CTG bypass curve. (Approx. 45 km). Present proposal is to conduct census and other social safeguard surveys/studies and reporting along this area.
Component 6: Construction of a new single line DG rail link with Moheshkhali and Matarbari proposed power plants (Approx. 40 km). Present proposal is to conduct census and other social safeguard surveys/studies and reporting along this area.
Component 7: Establishment of carriage & wagon and loco workshop, fueling facilities and depot for BG rolling stock at any place in Dhaka or Chittagong division (Approx. 105 ha). Present proposal is to conduct census and other social safeguard surveys/studies and reporting along this area.
Component 8: Construction of a new Station Master office at CGPY with guard & crew running room and yard master office, Trains Assistant office, RNB office, TXR office and Staff restroom. Present proposal is to conduct census and other social safeguard surveys/studies and reporting along this area.
Objectives of the Assignment: The objectives of the assignment are to conduct socio-economic survey, assessment of impacts and preparing social documents to have a quality plan. The general objectives are to identify impacts and to plan measures to mitigate various adverse impacts and restore and or improve the overall standards of living of the people in post-project period, based on the proposed CROW of Corridor of impact of the project in accordance with ADB Safeguard Policy.
Actual Services provided by SAMAHAR:
- Review the project documents, ADB’s safeguard policies and GoB’s guidelines
- Identification of the project boundary
- Census (100%) survey, IOL survey, socio-economic survey, land and property valuation survey etc.
- Identification of PAHs and PAPs and collection of additional key information regarding project affected households and project affected persons and poverty mapping through PRA
- Identification of Non-Title Holders and institutional mapping to identify the stakeholders
- Develop and Implement user friendly menu-driven MIS for monitoring progress and generate report
- Poverty and social assessment survey based on the stakeholder’s identification
- Labor Market assessment, social risk Identification through consultation and
- Identification of social characteristic and transport users through KII, FGD’s and PRA
- Preparation of resettlement budget and livelihood restoration budget
- Preparation of socio-economic, census, IoL survey report, market survey report
- Preparation of stakeholder/FGD/Consultation meetings report
- Preparing STI/HIV/AIDs and human trafficking assessment report
- Preparing railway safety awareness assessment and railway users analysis report
- Gender Assessment and Preparation of gender action plan
- Preparation of Indigenous People Plan
- Preparing land and property valuation survey report
