Project Background: Dhaka Subway is an underground urban rail network being planned in Dhaka, the capital city of Bangladesh, by the Bangladesh Bridge Authority. Dhaka Subway was conceived as a separate transport system to the proposed Dhaka Mass Rapid Transit network, commonly known as Dhaka Metro Rail. The government of Bangladesh has started implementing a mass transit system to harvest its demographic dividend by connecting people and businesses, without which economic growth would be jeopardized. To this end, the Bangladesh Bridge Authority has appointed TYPSA, in association with PADECO, BCL Associates Ltd., BETS, and KS Consultants, to provide “Consultancy Services for Carrying out Feasibility Study and Preliminary Design for Construction of Dhaka Subway, Bangladesh”.
Objectives of the Assignment: The key objectives are to conduct socio-economic survey, assessment of impacts and preparing social documents. The general objectives are to identify impacts and to plan measures to mitigate various adverse impacts and restore and or improve the overall standards of living of the people in post-project period. One of the main objectives is to prepare a RAP for the selected routes, in line with the Guidelines for Environmental and Social Considerations.
Actual Services provided by SAMAHAR:
- Undertake a census of all Affected Persons (herein after referred to as “Aps) through interviewing eligible persons in the locality with due records for reference, and informing them about the time of declaration of “cut-off date.
- Undertake Inventory of Losses (IOL) of all APs. At the same time, inform potential APs (without discrimination) of the project, its likely impacts, and principles and entitlements as per the RAP.
- Undertake a replacement cost survey for various types of affected assets (including lands) as a basis for determining compensation rates at replacement cost. Determine the losses in accordance with the entitlement matrix defined and mentioned in the RAP.
- Obtained data through above survey shall be organized by applying tailor-made software or standard spreadsheet and demarcated in accordance with each jurisdiction; namely District/Ward/ Mouza Basis for land.
- Closely refer to compensation and resettlement options, including relocation sites, if any, and economic rehabilitation.
