Name of the Assignment: Implementation of Income & Livelihood Restoration Plan

Project Background: The Akhaura-Laksam Double Line Project, is part of Dhaka-Chittagong Railway corridor, that is a component of the Trans-Asian Railway Network, SASEC, SAARC & BIMSTEC corridors in Bangladesh. The project entails the double tracking of a 72 km rail line, upgrading of 2 major and 11 minor stations; and a few hundred meters of access roads in eastern Bangladesh. The objectives of the project are to develop Sub-Regional and Trans-Asian Railway (TAR) connectivity for developing as well as improving the communication system within Bangladesh.

Objectives of the Assignment: The overall objective of ILRP is to improve, or at least restore the income and livelihood level of the project affected population, and to enhance the present income and livelihood situation of the affected persons.

Actual Services provided by SAMAHAR:

  • Preparation and implementation of livelihood restoration training program
  • Design baseline survey and resource identification for exploring livelihood development schemes.
  • Conduct need assessment and training need assessment
  • Prepare comprehensive livelihood development schemes by sectors and by location
  • Assist in disbursement of cash allowance for loss of business income of business owners intended to support them in the transition and re-establish their enterprises in new locations and to continue their previous occupations and commercial activities in the new locations;
  • Assist to the affected employees/wage earners for their temporary loss of employment due to severe impact on business and commercial enterprises for acquisition and taking over land for implementation of the project;
  • Design and develop training manual/materials and identify eligible member for livelihood training
  • Disseminate information on training opportunities, job opportunities, and marketing opportunities to livelihood groups
  • Assist affected households to participate in Livelihood Restoration Program and Personal Finance Program;
  • Facilitate capacity development and skill training to the target groups persons as per micro-plan for skills and management capacity development
  • Development of user friendly Menu-driven software for monitoring process
  • Prepare of Monthly, Quarterly and yearly training progress reports and prepare training completion report.
