WECARE Phase-1: Jhenaidah-Jashore Highway (N-7) Improvement Project

Assignment Name: Consulting Services for Implementing NGO Services (iNGO) Firm Selection for Implementation of Land Acquisition and Resettlement Plan.

Project Background: In the process of promoting regional cooperation and integration government of Bangladesh is envisaged to implement the Western Economic Corridor and Regional Enhancement (WeCARE) project. Under the WeCARE project, the state-run road developer has planned to reconstruct the Bhomra-Satkhira-Navaron-Jessore-Jhenidah-Bonpara-Hatikamrul highways making it a four-lane road network from the two-lane passage. Roads and Highways Department (RHD) would transform the 48.5-kilometre Jessore-Jhenidah part into the four-lane highway, incorporating two other slow-moving vehicle lanes on both sides.The objectives of the project are to work on upgradation and improvement of national highways along with utilities for improved digital connectivity, development of complementary infrastructure and services along with up gradation of trunk infrastructure that would contribute to serving selected markets.

Objectives of the Assignment: The primary objective of the assignment is to identify impacts and to plan measures to mitigate various losses of the affected persons through implementation of resettlement action plan and land acquisition plan.

Actual Services provided by SAMAHAR:

  • Conduct census, inventory of lost assets, baseline socio-economic survey & joint verification survey Update LAP and/or RAP if required by DC office in any stage of LA case processing
  • Identify all PAPs/Entitled Persons (EPs) by categories following the CEM. and prepare EP & EC file.
  • Support DC in preparing the final and acquired Plot Schedule
  • Assist in land acquisition process and the arrangement of land handover to RHD
  • Assist awardees in Collecting Cash Compensation under Law (CCL)
  • Support in paying additional top-up and other resettlement benefits
  • Implement livelihood development and skill enhancement Training for vulnerable EPs
  • Design and develop a Computerized Management Information System (CMIS) to computerize and validate all data related to LA & RP
  • Monitor all land acquisition and resettlement related activities
