Assignment Name: Implementation of Land Acquisition and Resettlement Action Plan

Project Background: With the assistance from Asian Development Bank the Government of Bangladesh implements the Second SASEC Road Connectivity Investment Program. The project will improve the road connectivity of the Dhaka-Northwest international trade corridor. The total length of the project road section is 190.40 km covering the districts of Tangail, Sirajganj, Bogra, Gainbandha and Rangpur. The objective of the project is to upgrade links to strengthen domestic trade in the regions that will also promote economic activity by enhancing transport facilities in Sirajganj- Bogra-Gaibandha and Rangpur region. The goal of the project improvement is to provide efficient, safe, and environmentally sustainable road transport in the region.
Objectives of the Assignment: The primary objective of the assignment is to identify impacts and to plan measures to mitigate various losses of the affected persons through implementation of resettlement and land acquisition plan as well as income and livelihood restoration plan.
Actual Services provided by SAMAHAR:
- Conduct census, inventory of lost assets, baseline socio-economic survey & joint verification survey
- Review and update of the existing Resettlement Action Plan & Land Acquisition Plan.
- Prepare resettlement budget.
- Identify vulnerable PAHs and prepare EP & EC file.
- Information and communication campaign.
- Resettlement and land acquisition consultation and participation activities.
- Support DC in preparing the final and acquired Plot Schedule
- Assist in land acquisition process and the arrangement of land handover to RHD
- Conduct livelihood development and skill enhancement Training for vulnerable EPs
- Disbursement of cash compensation under law and other of resettlement benefit.
- Develop Computerized Management Information System (CMIS) to computerize and validate all data related to LA & RP
- Preparation of RAP & LAP implementation report
