Project Background: Flood and Riverbank Erosion Risk Management Investment Program (FRERMIP) is in line with the plans of the government to strategically manage flood and riverbank erosion risks along the country’s main rivers to reduce damages to people’s assets and to lessen constraint to economic development. It will reduce flood and riverbank erosion risks in priority erosion reaches through structural and nonstructural interventions, and institutional and knowledge-based strengthening with these broad objectives (i) improve livelihood of people in the project area; (ii) enhance resilience to flood and riverbank erosion risks through improvement of infrastructure; (iii) strengthening of institutional capacity and update and expansion of the knowledge base (iv) establish integrated non-structural and structural risk management measures at priority subprojects and address their sustainability.

Objectives of the Assignment: The objective of the assignment is to identify impacts and to plan measures to mitigate various losses of the affected persons through preparation implementation of resettlement action plan and livelihood restoration plan.

Actual Services provided by SAMAHAR:

  • Updating and finalizing RP
  • Support the PMO, SMOs, and DC office in implementation of the RP
    • identifying and verifying of APs and assets at the time of resettlement implementation
    • disseminating information to APs through a targeted information campaign to inform the APs about the entitlement policy
    • assisting APs during relocation as well as with post-relocation and livelihood restoration activities
    • identification of loss and entitlement of female owners and co-sharers through share determination at the field preparing and distributing ID cards to APs
    • help APs to submitting relevant papers in DC office
    • payment of resettlement benefits to APs, and
    • Supporting GRM process, including supporting the APs in issuing claims
  • Monitoring and progress reporting of RP finalization and implementation
  • Consult vulnerable affected households to help them choose suitable livelihood training options based on data analysis and other considerations
  • Ensure that the livelihood restoration activities undertaken by the person is fully completed
  • Identify and establish links with external organizations (government departments, training institutes, NGOs involved in skill development activities etc.) for impart the livelihood training for 2020 APs and support for specific activities
  • Explore possibility of employment support under various government schemes for persons trained by the project
  • Support vulnerable PAHs for initiating sustainable livelihood and / or strengthen existing livelihood resources they already have by facilitating links with suitable agencies
  • Supporting GRM process, including supporting the APs in issuing claims
  • Prepare monthly and quarterly report covering progress on livelihood restoration, issues, constraints, support required etc.
  • Provide project related information and data and assist in field visit for external monitoring
  • Support project requirements for satisfactory implementation of the livelihood restoration activities
