Project Background: The People’s Republic of Bangladesh has initiated the “Urban Primary Health Care Services Delivery Project-Additional Financing” (UPHCSDP-AF) for delivery of a defined package of primary health care services (Essential Services Delivery Plus) for a period of 5 years. The project aims to improve access, equity, quality, utilization and institutional sustainability of urban primary health care (PHC) services in all city corporations and selected municipalities, particularly for poor and women and children. This project will provide specified public health services, based on the National Expanded Service Delivery (ESD+) package and achieve the indicated levels of community coverage and quality of health services. The ESD+ will cover but not limited to maternal care, population and family planning services, neonatal care, child health care, reproductive health care, adolescent care, nutrition, communicable and non-communicable diseases control, behavioral change communication, VAW, etc.

Objectives of the Assignment: To achieve the stated objectives of the assignment is to provide Essential Services Delivery (ESD+) as mentioned in the RFP document i.e. Maternal care, Population and Family Planning services, Neonatal care, Child health care, Reproductive Health care, Adolescent care, Nutrition, Communicable and non-communicable disease control, Limited curative Care, Behavior Change and Communication, Diagnosis service and emergency transportation, Violence against women, Miscellaneous (if any).

Actual Services provided by SAMAHAR:

  • Establishing effective management information systems for health care, quality assurance, poverty targeting, fiduciary control, budget and personal management and project performance and sustainability Management

Step-1: Comprehensive Reproductive Health Care Center (CRHCC): operate one CRHCC for the entire partnership area at 9 Wards of Laksam Municipality. These centers with 10 to 20 beds for in-door patients will provide services but not limited to include normal delivery care, comprehensive emergency obstetric care, management of neonatal complications, contraceptive services, various test, reproductive health and other relevant services.

Step-2: Primary Health Care Center (PHCC): Two PHCCs will operate in partnership area. One of each normally serve 30,000─50,000 population

Step-3: Satellite clinic: two satellite clinic teams under each PHCC. They will hold 6 satellite (number will be checked) clinics per week in the PA. Services provided at the satellite clinics will include ESD outreach services. By and large each satellite clinic will serve 250-300 households

Step-4: Community based services for BCC: Use audiovisual display materials, organize group meeting (Uthan Baithak), conduct door to door visit and distribute different IEC materials to improve their health seeking behavior and healthy life practice.
