Project Background: Bureau of Non-Formal Education (BNFE) is a government organization in the Non-Formal Education sector. In order to achieve the goals of “Education for All (EFA)” and target of National Plan of Action-ii (NPA- ii), The government of Bangladesh has decided to undertake a massive project titled “Basic Literacy Project (64 districts) with major objectives of providing Basic Literacy and life skills to 4.5 million illiterate adolescent and adults of 15-45 age group.

Objectives of the Assignment: The objective of the assignment is to conduct a midterm and final assessment/test, provide reports and certification of the learners.

Actual Services provided by SAMAHAR:

  • Conduct a desk review to know details about the project activities.
  • Kick off meeting with BNFE and create evaluation framework for the program.
  • Develop assessment tools (questionnaire) and answer sheet.
  • Provide a baseline data framework for comparison in respect of reaching the target group of the program, consequently conduct midterm and end line survey and submit result of the survey to PMU.
  • Take approval from the Procuring Entity (PE) about necessary questionnaire including answer sheets.
  • Conduct midterm assessment of learners;
  • Examine the answers of the learners instantly and prepare the scores of each learner;
  • Identified each learner as qualified or disqualified;
  • Develop midterm assessment reports of each Upazilla and submit the report to Upazilla Assessment Committee and PE;
  • Develop overall midterm assessment report and submit to the AD (DBNFE) and PE;
  • Conduct final assessment of learners by providing printed questionnaire including answer sheets;
  • Examine the answers of the learners and prepare the scores of each learner;
  • Identified each learner as qualified or disqualified;
  • Certify the learners who have successfully completed the basic literacy course jointly with Upazilla Assessment Committee;
  • Develop final assessment reports of qualified and disqualified learners of each learning center of each division and submit the report to AD (DBNFE) and PE (with soft copy and hard copy).
