Preparation And Implementation Of Land Acquisition And Resettlement Plan Under Cross Border Road Network Improvement Project

The CBRNIP of the Government of Bangladesh with finance from JICA has been implementing renovation and new construction of 24 bridges and culverts in Jessore, Gopalgonj, Narail, Chittagong, Khagrachori and Cox’s Bazar districts. Roads and Highways Department (RHD) under the Ministry of Road Transport and Bridges is the executing agency (EA) of this Project. This project is to improve the border transportation and logistics network by developing major road networks in border section of Bangladesh, thereby contributing to the facilitation of international trade with neighboring countries. RHD engaged an SAMAHAR for social preparation and implementation of resettlement plans under Cross-Border Road Network Improvement Project.

According to the UARP total of 436,048.78 SQM area of land estimated to be affected, of which 122,150.57 SQM is residential/commercial type, and 313,898.21 SQM is agricultural/other types. Total 642 entities will be affected including 200 residential households, 405 business enterprises, 19 CPR and 18 other entities. Total 1,013 structures having 120,991.34 SQM measurement will be affected including 95,597.91 SQM residential, 23,541.00 SQM commercial and 1,852.43 SQM CPR structures. Total 47 toilets and 49 tube-wells will be affected as secondary structure. Total 33,426 trees will be affected on private land, 1,268 wage earners and displaces 762 residential persons from 170 residential households, and displaces 387 commercial structures.

Project Area: Jessore, Narail, Gopalganj, Chittagong and Cox’s Bazar District.

Objective of the project: The primary objective of the Project is to help the Government to achieve economic development and poverty reduction through improvement of transport efficiency in order to build a reliable and efficient cross border road network among neighboring countries.

Key activities performing by SAMAHAR:

  • Carrying out additional census and IOL, if required for verification and update ARP
  • Prepare a detailed RAP if the PAPs are more than 200 at any bridge/sub-project site
  • Assist DC office in Joint Verification of loss of properties and its valuation, and identification of EPs; and participate in the Property Assessment and Valuation Committee (PAVC)
  • Assist the APs in preparing a record of rights to the property and receiving compensation under law (CCL) from DC office
  • Information and communications campaign through FGD and Community Consultation Meetings, and prepare Information Brochure for project discloser
  • Assist DC office in land acquisition, review latest operational mouza maps as per LAP together with LAO (under DC) office staff (Surveyor and Kanungo)
  • Prepare supplementary LAP during implementation for any “left out” land/plots or disputed area required for project implementation
  • Computerization of DC data (calculation sheet, DC Award, share determination)
  • Identification of entitled persons (EPs) and create ID numbers for each EPs as identified during the joint verification survey by JVT for both title and non-title holders; preparation of EP file as per their entitlement stipulated in the Entitlement Matrix, preparation of entitlement card (ID Card for each EP), preparation of payment and debit vouchers and payment statement.
