Project Background: The overall expected impact of the Dhaka Water Supply Sector Development Program (DWSSDP) is to contribute to sustained economic growth and public health improvement, in urban water supply sector, particularly in Dhaka Metropolitan Area, through improvement of living standard in the basic human needs by improving the water supply. The supply of clean water will impact on reduction in child mortality and improvement of general health, conversion to economic activity by saving time to fetch and to store water, and conservation of precious natural resources-the surface and ground water. The Project aims to create around 70,000 new water supply connections and reduce the NRW rates to below 15% in the Project area. Upon completion, the Project is expected to benefit about 3 million residents in Dhaka.
Objectives of the Assignment: The main object of the project is to Implementation of Resettlement Action Plan. The prime objective of RP is to mitigate the losses and restore the socio-economic status of the APs.
Actual Services provided by SAMAHAR:
- Conduct census, inventory of lost assets, baseline socio-economic survey and support to JVC and PVAC
- Carrying out information dissemination, community’s awareness of the resettlement plan preparation and implementation
- Identification of entitled persons/project affected household and preparation/updating of EP file
- Preparation of RAP including livelihood restoration plan and Implementation of resettlement plan
- Assist EP and AP to collect CCL and other resettlement benefit,
- Support in the compensation and resettlement benefit distribution process
- Advise residents and take mitigating measures on possible disturbances and measures to be undertaken during project implementation
- Advise APs on the availability of grievance procedure to be followed under the project
- Ensure compensation payment by PMU to each AP before physical work can start
- Preparation and distribution of brochures and booklets/leaflets
- Organizing capacity building training for PAPs
- Establishment of data bank and management and develop and Operate MIS to implement resettlement
- Prepare monitoring tools covering resettlement plan implementation issues as follows to monitor the resettlement progress and Compensation payments progress
- Preparation of progress reports
