Project Background: STEP is designed to address the key issues concerning the Technical and Vocational Education Training (TVET) sector in a number of ways. Through effective vocational training, the project hopes to increase the average wage that a migrant can demand in the international labor market as well as reduce the risk of unemployment in times of financial crisis. At home, with the increase in skills, the export industry will be able to diversify the product base it offers to consumers. STEP aims to increase the skill levels of the workforce to ensure competitiveness in both the labour and product markets. Enhancing the range and quality of vocational training will help the country to more effectively utilize the overseas employment opportunities and increase Bangladesh’s remittance earning.
The specific objectives of the project are:
- To enhance the quality & relevance of TVET as part of meeting the strategic options of the poverty reduction agenda of the government;
- To strengthen the overall TVET system through (a) direct start-up and operational support to Industry Skills Council (ISC) and the National Skills Development Council and (b) support to SSC (vocational) Schools;
- To strengthen the capacity of key institutions i.e., Directorate of Technical Education (DTE), Bangladesh Technical Education Board (BTEB) and Bureau of Manpower Employment & Training (BMET).
- To establish a project management and implementation structure, implementation communication strategy & undertake monitoring & evaluation.
Objectives of the Assignment: The objective of the assignment is to assess the overtime labour market under the STEP project.
Actual Services provided by SAMAHAR:
- Review existing documents of the project.
- Prepare Inception report and data collection instruments (SCIs).
- Train field staff to be recruited for data collection.
- Meet the project authorities and make field visits, if and when necessary.
- Conduct interview with direct and indirect beneficiaries
- Testing of the tracer method and the study instruments,
- Undertaking the phone interview survey;
- Conduct in-depth discussions and consultative meeting with PD, field officials and different stakeholders
- Review the progress and performance of the project activities
- Review the strengths and weaknesses of project activities.
- Observe and comment on the effectiveness of the project activities
- Review the strengths and weaknesses of project activities.
- Examine whether the provisions of PPR 2008 were followed properly in the procurement process
- Prepare evaluation report based on the data collected from the project area and get approval from the authority concerned.
- Present the draft report in the national level workshop for dissemination of the study findings and finalize the report incorporation workshop inputs.
- Arrange local level workshop and submit final report
