Project Background: “Construction of hostel for women’s Garments Workers” Project by the Department of Women’s Affairs under the Ministry of Women and Children’s Affairs. The project, which was completed in Bara Ashulia, Savar, Dhaka, was inspected on 16th July 2018 at Khejurbagan, Bara Ashulia in Savar Upazila. The main activity of the project is to improve the living standards of women by engaging them in economic activities through construction of hostels for women garment workers and to provide safe and affordable housing for women garment workers. And through this project the living standard of women engaged in economic activities has been improved by constructing hostels for 744 female garments workers.
Objectives of the Assignment:
- To improve the quality of life of women engaged in economic activities through construction of hostels for female garment workers;
- To provide safe and affordable accommodation to women garment workers
Actual Services provided by SAMAHAR:
- Review of tender documents related to construction work of the project;
- Review the status of the project achievement and review and monitor output level achievement in the light of project objectives and log frame
- Compare, review and monitor existing procurement laws and regulations (PPA-2006, PPR-2008) for procurement of various products, works and services performed/ongoing under the project and whether the procurement plan is being implemented or has been implemented as mentioned in the project document.
- Monitoring of buildings under construction as per design; Externally monitoring the quality of construction work; Amount of bill payable to the contractor; Review the current state of construction work.
- Review and monitor as to whether various products, works and services procured under the project have been procured through the required inspection/verification as per specification/BOQ/TOR, quality standard, quantity prescribed in the procurement agreement.
- Analyze, review and monitor various aspects related to project risk i.e., various problems related to implementation: such as delay in financing, delay in procurement/procurement of goods, implementation of goods and works, management inefficiency and project duration and increase in cost etc.
- Provide feedback regarding the sustainable benefit after the completion of the project.
- Conduct SWOT ANALYSIS considering project objectives, project activities, implementation plans, project management, risk, period, cost acquisition, etc.
- Determine the role of the project in improving the living standards of women engaged in economic activities through construction of hostels for women garment workers
- Determine the role of the project in providing safe and affordable accommodation to women garment workers.
- Review the relevant documents of the project and to analyze the information obtained from the field level, a report with overall review, observation, and necessary recommendations prepared and the report and presented at the national workshop. The final report prepared by incorporating the views received in national workshop.
- Other matters as determined by the authorities.
