Project Background: The Second City Region Development Project is the second phase of a longer-term, forward-looking, and impact-oriented urban development program using the integrated city region approach to improve spatial and inter-sectorial connectivity as means for accelerating broad-based economic growth. The Second City Region Development Project will build upon the achievements and lessons learned from the City Region Development Project (CRDP) to promote inclusive and environmentally sustainable economic growth in the two selected city regions– Dhaka Region and Khulna Region. Second CRDP will support priority infrastructure investment to stimulate urban development and economic growth in the selected city regions of Dhaka and Khulna. In Dhaka region, Second CRDP will improve urban connectivity in line with the recommendations of Dhaka Structure Plan. In Khulna region, the Project will support critical environmental infrastructure that includes solid waste management.
Objectives of the Assignment:
- To improve urban infrastructure in urban and peri-urban areas of Dhaka and Khulna division;
- To strengthen institutional capacity for integrated planning, project preparation, sustainable service delivery and community awareness.
Actual Services provided by SAMAHAR:
- Review the status of project achievement, review and monitoring of output level achievement according to project objectives and log frames;
- Comparative analysis and monitoring of current procurement laws and regulations (PPA, PPR, development partner guidelines, etc.) are required for the purchase of the various goods, works, and services completed or in progress as part of the project, as well as for the procurement plan outlined;
- Analysis, review, and monitoring of various aspects related to project risk i.e. implementation problems such as delay in the financing, delay in Purchase/Procurement of Services;
- Data and information-based analysis and observation on various aspects related to the terms and conditions of the project-contract agreement, allocation of funds procurement processing, approval, fund disbursement, payment of bills, and recommendation were made after the mission visit of the concerned development partner.;
- A SWOT Analysis that considers project objectives, project activities, implementation plans, project management, risk, duration, cost achievement, etc.;
- Review and monitor the desired progress in achieving the project objectives, IRR, NVP, etc.;
- Review and monitor whether the planning and feasibility study of the project have been done properly and whether the project has been formulated as per the recommendations of the feasibility study;
- Monitoring the cumulative progress, analyzing whether the project is currently on the right track or not, and if not, find out the causes and recommending the way-out alternatives;
- Review the site selection process for construction of “Bus Terminal” and “Solid Waste Management” as part of the project, and its justification, and whether there are any complications in land acquisition;
- Check that the city/municipal/upazila master plan exists, that construction packages or schemes exist, and to clearly verify that this plan is being implemented properly;
- Assess the suitability of project consultants and manpower;
- Monitor whether the work of this project is being completed as per TAPP for Project Design Advance (PDA) approved in paragraph-16 of DDP, and Memorandum No. 779 dated 28/2/2017 of Local Government Department;
